Notice from the Department of Managed Health Care

The California Department of Managed Health Care (DMHC) is responsible for regulating health care service plans and specialized plans such as vision service plans. If you have a grievance against your vision service plan, you should first telephone your vision service plan at 800.877.7195 and use your vision service plan’s grievance process before contacting the department. Utilizing this grievance procedure does not prohibit any potential legal rights or remedies that may be available to you. If you need help with a grievance involving an emergency, a grievance that has not been satisfactorily resolved by your vision service plan or a grievance that has remained unresolved for more than thirty (30) days, you may call the department for assistance. You may also be eligible for an Independent Medical Review (IMR). If you are eligible for an IMR, the IMR process will provide an impartial review of medical decisions made by a vision service plan related to the medical necessity of a proposed service or treatment, coverage decisions for treatments that are experimental or investigational in nature, and payment disputes for emergency or urgent medical services. The department also has a toll-free telephone number (1-888-466-2219) and a TDD line (1877-688-9891) for the hearing and speech impaired. The department’s Internet Web site http://www.Healthhelp.ca.qov has complaint forms, IMR application forms and instructions online.

FURA FRIENDLY REMINDER FOR FUSD, SEIG, CSEA, & BUILDING TRADES

There have been several leadership changes in FUSD. FURA, SEIU, CSEA. AND THE TRADES UNIONS. Hence, the FURA BOARD thinks a refresher/ reminder of Judge Franson’s judgment would be appropriate for all involved.
All retirees prior to September 1,2006, are members of the FURA Class in the Judgment. FURA ‘s members’ prepaid. vested health care is governed by this judgment and the contracts involved.
FURA endeavors to educate and protect its members’ health care and its implementation. We convened our annual membership meeting andinvited all the FUSD providers to address and do Q & A with the membership. Unfortunately, the providers did not participate in this meeting;however, FURA was assured that FUSD and its health care providers would hold meetings for all retirees in the next three to four months.
Naturally, as we age, divining the meaning of contracts and their procedures becomes more difficult for some of us;therefore we ask for a designated person to help the folks. Similarly, we hope that membership requirements be tailored to that understanding -mentioned extensively in the letter from Bezemek law.(attached)

Are you over 55? Do you have concerns about your balance or a fear of falling?

A quick synopsis of what is offered includes:

Group Class: courses designed to increase and improve your balance and strength, reduce your risk of falls, and increase your confidence.

Home Exercise Program: individualized home exercise programs.

Community Classes: Various senior sites in the surrounding areas are currently offering community group balance classes.

Fresno State Community Health Nursing: nursing students will contact older adults to perform individualized home safety checks in their residences.

Gait, Balance and Mobility Center; an 8 week program overseen by core-faculty members from the Physical Therapy Department and clinicians from the community.

Handouts detailing more information will be provided at the FURA Annual Meeting May 20th.

Anthem Blue-Cross HACK OF OUR HEALTH CARE INFO

OUR HEALTH INSURANCE PLAN INFO WAS HACKED

→80 Million Anthem Blue Cross accounts were hacked – names, DOB, SS Numbers, email addresses, member ID numbers, etc

  1. Sit tight; Anthem is legally required to contract you in the mail, IF YOU WERE HACKED, then act according to Anthem’s advice. When will you be advised,…?
  2. If you want to act now, take the suggestions on Page 2, Fresno Bee, 2-6-15.
  3. Do not call Anthem—not now anyway.
  4. Be vigilant re. your CREDIT CARD statements. Check even the smallest charges, as the bad guys charge small amounts to see if you’re are paying attention.
  5. Phishing: GET DEFENSIVE — do not open any UNKNOWN EMAIL ATTACHMENTS. Do not respond to requests for personal info—even if the sender looks real. Call the sender and verify before answering by email.

S.A.F.E. Balance Screenings for Older Adults

SAFE

Provided by the: SAFE – Central Valley Coalition

A Consortium with Fresno State

Are you over 55? Do you have concerns about your balance or a fear of falling?

The next screening dates are on Wednesday, February 11th and March 25th and will be held off-campus, at 1625 E. Shaw Ave, #155, by appointment only. You will be given multiple assessments to determine your strength, balance, and ultimately your risk for falling.  A licensed physical therapist and nurse will be present for all testing. You will need to get a signed clearance from your physician, mailed once you make an appointment or downloadable at www.safecvc.org. Assessments take approximately 1 hour.  At the end of the screening, all participants will receive education materials and recommendations based on the results of your assessment (described below).

Group FallProof Class.  These courses are designed to increase and improve your balance and strength, reduce your risk of falls, and increase your confidence. FallProof was designed by Dr. Debra Rose with the Center for Successful Aging at California State University, Fullerton. This is a 12 week program (2x/week for 1 hour sessions) Class locations are off-campus with easily accessible parking. We also offer FallProof DVDs through the Center for Successful Aging for you to work on exercises at home.

Home Exercise Program. Based on the findings from the fall prevention screening, individualized home exercise programs will be developed and reviewed with the client. 

Community ClassesVarious senior sites in the surrounding areas are currently offering community group balance classes. When appropriate, participants may be given a list of these classes to contact and specific classes that would be appropriate for their skill level and needs.

Fresno State Community Health Nursing. Based on the findings from the fall prevention screening, nursing students will contact interested older adults to perform individualized home safety checks in their residences. Follow up visits can be scheduled for continued evaluation.

Gait, Balance, and Mobility CenterThis is an 8 week program (2x/week for 1 hour sessions) offered during the academic year at California State University, Fresno.  The program is overseen by core-faculty members from the Physical Therapy Department and clinicians from the community.  Graduate Doctor of Physical Therapy students along with faculty discuss each client’s impairments and develop an individualized treatment plan that is carried out by the student.

The FURA Board Meeting of Wednesday, January 14, 2015 was called to order by Chair, Tim Thomas at 9:12 am at Country Waffle. Board members in attendance were Tim Thomas, Barbara Thomas, Cathy and Walter Franzell, Mosita Mollison, LaVerne Smith and Dean Clark.

Tim asked if the board members had read the minutes of September, 27, 2014, and if there were any corrections. There were no revisions. Barbara made a motion to accept them. Cathy seconded. It was accepted by all members.

Chair asked Mosita if the arrangements were in place for the May 20. 2015 annual FURA meeting. Mosita assured us that the Retired Teachers Education Center was secured for the hours between 9 am and 1 pm. The meeting will be from 10 am to 12 noon. 3 tables will be set up in the hall along the wall. Tim, Dean and Darel will greet and direct members to the proper area. People will be asked if they are a FURA member and if their dues have been paid. Also, if they have a question for Medicare, Delta or VSP, see LaVerne at Medicare table, Cathy at the Delta table, and Walter at the VSP table. LaVerne will make name tags for all Board Members.

Mosita reported the fee for Richard Harris to set up the tables and chairs was $50.00. The fee for the building was $250.00. Mosita motioned we pay the total fee of $300.00 and Cathy seconded. The motion was carried.

Tim asked if someone would make a poster for the FTA meeting to be held on May 13th before our May 20th meeting. LaVerne will get poster ready for Cathy to pick up and take to the FTA meeting. Cathy will get the check from Barbara for $300.00 and take to Bonnie at Retired Teachers Education Center on the 13th as well.

Tim brought us up to date regarding the 44 boxes of documents that been stored at Bob Bezemek’s office. He had made an executive decision and had the boxes shipped to a Derrell’s Storage at Freeway 168 and Fowler at a cost of $581.00. The storage fee is $16.00 a month. We all felt it was necessary to retain the documents for the future. Two keys were obtained and given to designated board members. It was motioned by LaVerne that we pay the total fee of $581.00 and rental fee of $16.00. It was seconded by Mosita. It was suggested that the documents be put on digital, but it was decided it was not necessary as the court has the original.

Barbara gave the Treasurer’s report. Some dues were in, the lawyer’s fees were paid, the web site, Steve, was paid and Joanna had been paid. The report was presented and approved.

The annual meeting will open with:

  1. Welcome
  2. Introduction of Board Members and guest speakers
  3. Approval of minutes that were posted on the web site and in the newsletter
  4. Election of officers (Three people)
  5. Mission statement: (Our mission is to represent qualified FURA members by safeguarding and protecting vested health care benefits defined by Judge Franson’s decision of June 1, 2006.)
  1. Joanna will address Medicare, Delta and Affordable Care Act as they relate to FURA

a. She will give updates on Envision RX.

b. Joanna will introduce Francine Handley, Delta Rep, who will address Delta’s relationship to Medicare.

  1. Tim will address SAFE (Senior Awareness and Fall Education) or CSUF Rep
  2. Questions and Answers

Mosita reported on a problem she had with billing amounts and Dean asked an important questions. Both were asked, by Tim, if they would call Joanna regarding the problems so she could address at the May 20th meeting.

Tim handed out a flyer regarding SAFE, Senior Awareness and Fall Education that is being conducted at Fresno State. It was suggested that we hand out information on May 20th. Tim and Barbara will get enough to give to all interested at the meeting.

We were reminded to bring our yellow folders given out last year. Barbara stated that there were only about 50 left from last year. Dean will ask for a raise of hands who did not have one, and he will see that they get one. He suggested that it be stated in the newsletter to bring their yellow folders to the meeting.

In conclusion Tim thanked all in attendance, and he would see us in May.

This 1.5 hour workshop will provide you with an overview of your retiree benefits, including the Kaiser Senior Advantage Plan, and the Medicare Prescription Drug  Plan provided through Envision Rx Plus.

You will learn about the different plan options, Medicare enrollment requirements, and how your benefits are coordinated between the District and Medicare. Representatives from Envision, Kaiser Permanente , and the JHMB will be on-hand to answer your questions.
